Tired of paying for parking at Balboa Park? Good news! The city’s leaders have brokered a major settlement that significantly alters recent municipal fee structures. The compromise reduces single-family refuse collection costs and abolishes recently implemented parking charges at Balboa Park.
What’s changing?
The legal battle stemmed from the passage of Measure B, which overturned a 106-year tradition of complimentary waste disposal for standalone houses. Initially, the City Council approved a monthly fee of almost $44. However, homeowners filed a lawsuit arguing this figure violated state laws restricting utility charges from exceeding service expenses. Simultaneously, the Lincoln Club Business League gathered signatures to challenge the mandate. Under the new agreement, this monthly rate drops to $38.75 starting next year.

As part of these negotiations, officials also agreed to eliminate the deeply unpopular Balboa Park parking tariffs by January 1, 2027. Launched in early 2026, the paid system damaged the cultural center. Institutions experienced an average 34% attendance drop, with some museums seeing drops as steep as 60%. Cultural advocates launched a campaign highlighting how the financial barrier affected casual and spontaneous visits. While verified locals can currently utilize 7 lots without paying, the upcoming repeal ensures universal access once again.
What does this mean?
Directly speaking, the new deal returns money to every day locals, struggling families, and seniors on fixed incomes. So…good? Yes, BUT – the money will still need to be replaced somehow, from somewhere. We don’t know what that will look like yet.
The agreement awaits formal ratification, with the City Council scheduled to vote on June 8.
